if only they made it one scale higher,

The scales are pretty irrelevant compared to its pendulum eff '' When a monster is destroyed by battle '' this applies on both players turn because it doesn't state during a specific turn, ''You can Special Summon 1 Normal Monster from your hand.'' Doesn't state a level ethier just that it has to be a normal monster. So just as a example you could summon a blue eyes without any tributes during ethier players turn.

So broken yet so fair, for once a card with balance, its scales are bad, and its effect applies only to normal monsters. While you can get a blue-eyes like Monkey said, its otherwise just an average card
